New Information Invalidates Latest City of Irvine Allegation
City of Irvine emails reveal that City employees monitored Forde & Mollrich invoices during the Great Park project

SAN DIEGO (March 19, 2015) – Records recently released by the City of Irvine show that the City of Irvine was responsible for negotiating contracts and reviewing invoices submitted by Forde and Mollrich for its work as part on the Orange County Great Park. This information disproves the City’s latest claim that it did not supervise Forde & Mollrich and annuls the City’s accusation that Gafcon, one of the 40 companies that made up the Design Studio, was prohibited from entering into a contract to provide consulting services to Stu Mollrich, one of the owners of Forde & Mollrich, on a home renovation project. City investigators are falsely claiming that Gafcon had approval responsibilities of Forde & Mollrich’s invoices on behalf of the Design Studio, ignoring the City’s own 13 years of contracts with Forde & Mollrich and the sworn depositions of its own employees.

OC Register Article: Great Park contractor wants critical report withdrawn

A construction management firm implicated in the ongoing audit of the Orange County Great Park has requested that the city take back a preliminary report issued in early 2014 and say publicly that the firm has done no wrong.

The master plan and schematic design for the acreage at the former El Toro Marine base, which is being developed into a massive regional park, was under the auspices of the Great Park Design Studio, a company formed by San Diego-based Gafcon and landscape architect Ken Smith.

Gafcon requests withdrawal of audit report: City of Irvine silent on rebuttals to falsehoods in audit report

SAN DIEGO (February 24, 2015) – Following numerous requests for response and the release of a video that disproves every allegation against the company, San Diego-based Gafcon is publicly requesting that the City of Irvine withdraw the Audit Report released in January 2014 on the Great Park project and publicly acknowledge there has been no wrongdoing on the part of Gafcon or the Design Studio. In a letter sent to the City’s Audit Subcommittee on February 23, 2015, Gafcon outlined its request for the City to withdraw the report based on the clear bias and flawed audit process.

“We are asking for this report to be withdrawn because we can no longer tolerate the damage these false and misleading allegations are doing to our hard-earned reputation,” said Paul Najar of Gafcon. “The claims against us have been proven false again and again, yet the City has refused to respond to or acknowledge our report or the clear bias of the audit and the unjust way in which it has been conducted.”

Voice of OC Article: Auditor sees bias in Irvine’s Great Park investigation
In a letter to Irvine leaders, the head of an auditing firm that declined to bid on the forensic audit of the Great Park said he shied away because he felt the investigation was structured in a manner that would strip the auditor of independence and lead to a biased conclusion.

The audit, which has since expanded into a broader investigation that is ongoing, was launched at the behest of the city’s current Republican council majority soon after it gained power in the 2012 election.

It has so far found significant waste and abuse, including no-bid contracts and dozens of change orders that were approved with little to no accountability, invoices that lacked documentation, and political pressure so intense it seemed the park’s consultants were running the project instead of city staff.

Gafcon Files Complaint Over False Allegations and Unprofessional Practices Flaws in report spur company to seek official recourse against firm responsible for Great Park audit

SAN DIEGO (October 30, 2014) – Gafcon, a San Diego-based company, has filed an official complaint with the California State Board of Accountancy against accounting and forensic firm Hagen, Streiff, Newton & Oshiro Accountants, PC (HSNO), based on the accounting firm’s continued pattern of ignoring facts and presenting false, misleading and incomplete information during the Great Park audit.
